Secretariat of the Pacific Regional Environment Programme (SPREP)
Vacancies: Re-advertised -
(i) Invasive Species Officer (ISO); and
(ii) Coral Reef Management Officer (CRMO)
Applications are invited for the above positions with SPREP in
Samoa. Appointments will be for a 3-year term initially with
possible renewal up to a maximum of 6 years.
(1) The ISO is primarily responsible to coordinate and
facilitate collaboration of relevant activities in the Pacific,
including chairing the Invasive Species Working Group of the Pacific
Islands Roundtable for Nature Conservation, with emphasis on
integration of activities across intergovernmental organisations,
NGOs and engaging partners on a cross-sectoral basis; ensure the
implementation, periodic review and update of the Pacific Regional
Invasive Species Strategy and monitor progress; assist with the
implementation of the Regional Invasive Species Strategy and of
policies related to invasive species and within SPREP, island members
and other agencies; assist island members to identify and document
national/territorial status and priorities of invasive species and
foster the development of regional overviews, databases and maps;
promote the implementation of conceptual frameworks, methods, tools
and programmes for invasive species planning, management, training
and resourcing, appropriate to the Pacific islands region; assist
with the preparation of technical and feasibility studies and advice
on invasive species management to island member and other regional
organisations or partners.
(1a) Requirements include appropriate tertiary qualification in
biodiversity conservation, natural resource management or related
field; between 5-10 years' relevant work experience, with 5 years
senior level experience relevant to the implementation of invasive
species activities or programmes; proven project and programme
management experience including preparation of technically sound
programme proposals and reports, meet programme deadlines (often
under difficult circumstances) and to secure and manage project funds
effectively and efficiently.
(2) The CRMO will contribute to the implementation of SPREP
policies and programmes and in particular, the SPREP Action Plan and
the SPREP Islands Ecosystems Strategic Programme. As a member of a
team, the position will manage the day-to-day implementation of the
ICRAN-SPREP component of the South Pacific Coral Reef Initiative
(CRISP), in consultation with the CRISP coordinator based in Noumea.
Key activities to be undertaken include the development and
implementation of projects to support institutional capacity
building, communication and social marketing activities aimed at
policy makers and communities in SPREP member countries and
territories; the production and delivery of communication material,
training packages, establishment of demonstration activities in
selected sites in the French Territories and member countries,
building on CRISP partner activities and other regional initiatives,
and the establishment of Reef Base Pacific in collaboration with
Worldfish Centre. The position will also provide technical advice and
support to SPREP member countries on coral reefs and related
ecosystems, assist in leveraging funds, and act as a focal point for
the French Territories.
(2a) Requirements include appropriate tertiary qualification in
environmental science or natural resource management, social
sciences, or relevant discipline, at least 5 years of experience in
the development and implementation of programmes, preferably related
to the management and protection of coastal and marine resources in
the Pacific region or similar environment. (Preference will be given
to applicants with relevant experience in the environmental and
social planning and management of coral reef ecosystems.)
Demonstrated programme and project management skills including
development of workplans, sound budget management, ability to develop
proposals, manage consultancies and to deliver on agreed programme
outputs. Excellent written and oral communication skills,
representation and interpersonal skills, including the capacity to
build and maintain effective relationships with a diverse group of
people. Knowledge and understanding of institutional and
communication issues, principles and methodologies in coastal and
marine resource management in the context of small island countries,
with high-level language skills in French and fluency in English.
An attractive salary package is offered for each position with a
basic salary (including COLDA) ranging from 26,885 to 36,771 SDRs,
currently equivalent to SAT109,933 to 150,356 per annum. Additional
allowances include housing, education, medical and accident/life
insurance, with relocation etc. for staff recruited from outside of
Apia.
