Wouldn't this have to do with the pKa of iron oxide at the pH of seawater? Isn't it rather low?

In response to Kristen, Do you have any ideas of whether or not artificial
reefs are more harmful
than helpful?
Question: Does anyone have information regarding HABs in response to the
enormous quantity of iron introduced into the system from ships sunk as
artificial reefs?
