The United States Virgin Islands Department of Planning and Natural
Resources would like to announce a position vacancy in the Coastal Zone
Management Division.
*Position Title:* Park Ranger Supervisor
*Location:* St. Croix, United States Virgin Islands
*Salary Range:* $45,222 - $53,710
*Grade:* SE 27
*Closing Date:* December 18, 2014
*Position Description:*
This is administrative park management work, where the employee is
responsible for Coastal Zone Management and other related activities,
involving project development, implementation of programs and other daily
activities of the St. Croix East End Marine Park. The employee is also
responsible for the effective day to day operations and long term
management of the park.
*Required Education/Experience:*
Either (1) Completion of Masters Degree in Natural Science, Natural
Resource Management, Earth Science, Marine Biology, History, Archeology,
Anthropology, Parks and Recreation Management, or other closely related
area. One year work experience must be included with the above training. Or
(2) A Bachelors degree in any of the above fields and two years of
specialized training in Park and Recreation Management or in Management of
Marine facilities. Two years work experience must be included with the
above training.
*Scope of Work*
*Park Ranger Supervisor*
*Introduction*
The employee is responsible for strategic planning, coordination,
development, implementation
and daily operation of the St. Croix East End Marine Park. This employee is
responsible for the
effective day-to-day operation and long-term management of the St. Croix
East End Marine
Park.
*Description*
The employee works under the supervision of the CZM Director, but is given
responsibility for
program development and implementation in a manner consistent with the
park’s grant
requirements, management plan, sustainable finance plan and rules and
regulations. The
employee must be able to satisfactorily complete work with a minimal amount
of supervision
and must be able to work as part of the marine park team, with other CZM
staff and with project
partners to achieve the park’s goals and objectives.
*Duties (not all inclusive):*
- · Program and project development to effectively implement and
manage the St. Croix East End Marine Park
- · Short and long-term strategic planning for the Park to
ensure its long-term sustainability
- · Review, identification and prioritization of programmatic
goals, objectives and activities
- · Implementation of the Park Management Plan, Sustainable
Finance Plan and business plan
- · Coordinates and oversees implementation of grant
requirements and tasks related to the Park
- · Coordinates the work of Park staff and other DPNR personnel
involved with the Park
- · Liaisons with Park partners including governmental and
interagency committees, academia and non-governmental organizations
- · Coordinates with other Divisions and Departments to ensure
implementation of coordinated programs
- · Represents the Park and CZM within the community at special
events and in meetings with the public and stakeholders
- · Reviews laws and assists in the development and review of
Park rules and regulations
- · Evaluation of park programs
- · Maintain and develop partnerships and collaborations with
other agencies
- · Work is primarily done in the office, but work on land and
in the sea is necessary and required. Applicant must be familiar with, and
comfortable working on boats, SCUBA certification preferred.
*Knowledge, Skills and Abilities (not all inclusive)*
- · Knowledge of Caribbean marine ecosystems and coastal
resource management
- · Knowledge of environmental, zoning, fisheries, boating and
coastal zone laws and the related rules and regulations
- · Knowledge of marine protected areas as a resource management
tool (particular knowledge of the St. Croix East End Marine Park, its
purpose and Rules and Regulations preferred)
- · Strong technical and public relations background
- · Experience in marketing, sales and fundraising
- · Grant writing and management skills
- · Meeting facilitation and partnering skills
- · Competent swimmer and snorkeler
- · Excellent written and oral communication skills
- · Excellent computer skills; familiar with MS Office suite,
GIS and graphics software
- · Excellent organizational skills
- · Ability to multitask and meet tight deadlines
- · Ability to work independently and complete tasks with
attention to detail under minimal supervision
- · Ability to work with and communicate courteously and
effectively with a diverse range of people
- · Good public speaking skills
- · First Aid and CPR certification
- · SCUBA certification preferred
- · Ability to work as part of a team to achieve identified
project goals and objectives
- · Experience working on or with small island states in the
Caribbean
- · Masters or equivalent degree (minimum) from an accredited
four (4) year college or university in natural resource management, or
similar discipline
- · Experience managing marine protected areas preferred
